That seems a mix of news. The court office will help you with completing the C! form. They are very helpful in my experience.
A JAG is a Joint Action Group where all agencies are supposed to come together to agree a course of action and to see it through. I thought they were usually to deal with anti-social behaviour etc affecting a community so am slightly puzzled but am so long out of it now, I am probably out of date. However any meeting to discuss what to do has to be welcome. I suspect the Christmas break has got into the way of getting it organised. I would keep chasing. If you get nowhere, look up the name of the director of children's services and ring in and ask to speak to them by name. You will likely be put through to a PA, but tell them what is happening and stress that the delay is only making matters worse. Things will then happen!

I am sorry to read that your situation has not improved.
You may need to seek some legal advice to discharge the special guardianship order, as well as the C1 form, you ‘will need’ to complete form FM1 too. I am not sure whether your local Citizens Advice may help. Support Through Court may be able to assist you.
I am sorry that you have not heard from the family support worker, perhaps another call to them or their manager might help.
