When social care managers don't approve plans.

I recently have had the problem of a social care manager who doesn't agree the family plan and doesnt appreciate the need for a response ot the family, in spite of being informed of FGC process, timescales etc. The only response he will consider is that I include "This plan is subject to Local Authority approval". This is not the first time I have had this problem, and apart from the obvious, ( I have involved managers, sent him FRG guidance etc),does anyone have any ideas how I can change the attitude that prevails in some teams?
