Trying to get granddaughter into my care

Need a bit of advice please my granddaughter was taking into the care system yesterday. I lost my own children through a break down of marriage but had house neglect
Social are saying that I won’t be able to foster her but may get to have a residency order
My past was over 10 years I’m in a much better place have been now for past 9 years just really want to know can they use your past even if your not the same person
