Local Authorities cant discriminate between kinship foster carers and mainstream foster carers, and all foster carers are entitled to access training courses, and i believe some of them are compulsory

so based on that, what she has said is right, but it looks to have been twisted around a bit to fit her own ends, and to try put you off.

Hi we never had any training at all and we are Kinship foster carers we have been for 5 and half years we have had to fight to get recognised to be allowed any training at all. This was only agreed last summer when Ofsted wanted to know why foster carers and friends and family foster carers were treated differently. Just had a thought it might be worth looking up what your areas Ofsted report says on the matter, you will find it online, its worth exploring all avenues.
