Further children after SGO

We look after our nephew on an SGO, and we were told by the social worker at the time that if his parents ever had more children, they would be removed.
The birth parents have since moved to a new town in a different part of the country, and someone commented recently that they thought the mother had had another baby.
What steps are taken to ensure that social services teams in different parts of the country are filled in on relevant issues relating to parenting? Who would be in a position to know about the family involvement with children's services if the parents don't tell them? How is information shared?
This is a genuine concern, as they have previously moved between towns to avoid CS, and records were not shared.
