Probation v social services

Probation have told my husband that they are going to get him home and back into his own environment after receiving a 3yr community order and 5yrs on the register for being found in possession of iioc.
Do social services have to listen to what probation are saying?
I'm guessing probation have already assessed hubby in terms of risk and by saying they're going to get him home feel he's either no risk or low risk..
We're awaiting the outcome of a 2nd assessment and whether he can return home..ive put numerous safety measures in place, changed all passwords, completed the seen & heard programme, completed a level 1 child Protection and safeguarding course and im currently in the middle of a level 2 child Protection safeguarding and prevent course and have also given social services a family safety plan, and have even bought an indoor security camera aswell..
I cant possibly think of anything else that I can do.
Social worker has even told me that she can see that I can keep my daughter safe should they allow him home

Really need advice regarding social care because I’m at my wits end with them.they are unbelievable in the way they treat you and the way that they twist things to their advantage
.
We’ve just been through a 2nd family assessment regarding my husband being allowed home after he was sentenced for being in possession of iioc.these images were sent to him via kik messenger.he’s recently received a 3yr community order and 5yrs on the SOR.He’s currently working with probation and having visits from offender management officer’s..Probation have told him that they are going to get him home and back into his own environment and even his offender management officers have said that home is where he should be as the risk level hasn’t changed.But yet social care see fit to say he can’t return home, that he can’t even have contact at home and they are expecting us to continue with contact in the community in the ridiculous weather we’ve been having, to eat our food in the same weather which is sometimes freezing, pouring with rain and windy.
Social care have said that in their view I’m unable to maintain the level of supervision in the home that would be required if my husband was allowed home..
They’ve twisted everything that my husband and I have spoken about in our assessment sessions with social worker..They’ve used everything I’ve said and done against me and made me out to be nothing more than an idiot parent who in their eyes knows nothing and doesn’t understand anything.
I’ve cooperated fully with social care, completed child protection and safeguarding courses, completed the seen and heard programme, drawn up a family safety plan.I even discussed getting an indoor security camera to which the social worker agreed was a good idea to cover us at night when we were asleep should husband be allowed home.so now social worker has used that camera against me and said that the only reason I wanted the camera was to record my daughter..that wasn’t the reason, I told the social worker it was to keep everyone safe .it wouldn’t be used to record..surely if he was such a risk then probation wouldn’t be saying that they’re going to help get him home ?? The camera wouldn’t be set up to record, it would be set up to send an alert to my phone if any motion was sensed near the landing where my daughter’s bedroom is..
I don’t know what else they need me to do..Social worker is saying I can’t manage the supervison in the home.I can and will manage it.Social worker tried to suggest that I get family members to travel 5 miles from where they live to where I am to supervise in the home so my husband could come there for contact..my dad is 76yrs old nearly and in poor health so I wouldn’t expect him to do that and my sister’s work 6 days a week so therefore not possible for them either..
Social care are implying that I don’t understand the seriousness of what’s happened with my husband.They’ve implied that he was distributing iioc when he wasn’t, they’ve implied that he actively downloade them when he didn’t and he’s repeatedly told them how they came to be on his phone..They are suggesting that because he didn’t report it all straight away that he was keeping the images for his own sexual gratification.This wasn’t the case.They’re anialating me because I have chosen to stand by my husband..probation are in support of him and him coming home..Social care are insisting that my husband was keeping secrets from me because he admitted that he used adult porn, which social care have misin
