In her article ’Domestic abuse programmes – where is the evidence they work?' and her new report Love, fear and control – does the criminal justice system reduce domestic abuse?, Penelope Gibbs from Transform Justice explores the complex issue of programmes which effectively address perpetrators' abusive behaviour. The report argues for greater use of perpetrator programmes but emphasises the need for such programmes to be rigorously evaluated and only those which are effective to be used.
