Contact after DV

When the mum I am working with was living her violent partner children's services got involved, encouraged him to move out and mum to end the relationship. She did all that she was asked to do to keep her young children safe from their father.

Since mum and dad separated she and her children have begun to rebuild their lives. Dad is now taking mum to court to get contact with the children. She is terrified that the abuse will start again or that he will use the children to undermine her (which is what he used to do when they were together). She has no access to legal aid for representation. She has asked children's services to back her up by confirming that he may still pose a risk (he wants unsupervised contact) but the social worker is reluctant to do this and told her the domestic violence was in the past, she needs to "move on" and allow the children having a relationship with their dad.

How can I best support her and what can I reasonably ask the social worker to do?
