This is part of a response I received from Ofsted...

Complaints about services provided by a local authority should be directed to the local authority in the first instance. However, if you remain unsatisfied with the outcome, then you may wish to escalate your concerns with the Local Government Ombudsman (LGO). Details of how to make a complaint to the LGO can be found on the ‘Making a complaint’ section of their website: http://www.lgo.org.uk/. You may also consider contacting the agencies listed below for help:

1. The Health and Care Professions Council (HCPC) at: http://www.hpc-uk.org/ for concerns relating to social workers.
2. The police, local authority and NSPCC for child protection concerns.
3. The Family Rights Group at: http://www.frg.org.uk providing free telephone and email advice to family members who are involved with children’s services.
4. The Information Commissioner’s Office at: http://www.ico.gov.uk/complaints.aspx for information that is held or shared.
5. The Children’s Commissioner at: http://www.childrenscommissioner.gov.uk/ for advice and support that can be given directly to children and young people.
6. The Citizens Advice Bureau at: http://www.citizensadvice.org.uk/ for general advice.

While we do not regulate local authorities, please note that your concerns have been logged and may form part of inspection intelligence for future inspection. Ofsted reserves the right to share any information that we deem relevant with the local authority’s Director of Children’s Services. Please be advised that we may share any information unless you expressly ask that we do not. If you ask, we will do our best to ensure that your identity is not disclosed. However, sharing information and maintaining anonymity may be waived if legal constraints or obligations make this impossible (for example if a child is at risk).
