Thank you for your post.
I can see from your post that you have concerns about whether the children are question are being adversely impacted by their mother's mental health. It seems that unless the matter is investigated it will not be established whether the children's dress code is by choice.
The best way to bring the issue to professionals would be to make a referral to the local children services. It is possible to make anonymous referral if a someone has concerns about the well being of a child or children. See our advice sheet about what happens when childrens services receive a referral.
