Ok, I am not sure if they will disclose any plans for legal action etc until they serve the papers (they do like to catch people by surprise) if they have had a legal rep at any meetings then it maybe something they consider. Care Order Discharged
Finally the care order was discharged after 4.5 years thank you to anybody who has advised or supported me through this time.

Yes the local authority also use private investigators to gain video and photographic evidence that can be used in court to prove if either you or your wife have broken and court order or agreement. The LA can apply to court for an emergency protection order to remove the children using this evidence.
