If successful in obtaining RO child credits

We are applying for a RO for our 3 grandchildren currently under interim care order with foster carers.If successful does anyone know how the child credits and child care allowances work.
We are currently foster carers and intend to continue but only for 2 nights a week ( we are respite carers for disabled children and that is possible).My wife is a student so our income is I think for tax and family credits effectively zero. Looking at the tax credits page http://www.hmrc.gov.uk/taxcredits/peopl ... care.htm#3 I think we should get £12610. Is that correct. It also says we would be elligible for up to £23,530 if we have childcare We are thinking that perhaps we could pay for a kind of part time person to help with childcare.
So going by the above figures would that mean it should be possible for us to pay say £10,000 for childcare and have the remaining £13530 to help us pay for their care. To get the childcare allowance does the person have to be registered as a childcarer or nanny of some sort.
Also if we get maintenance payments which may be difficult, are they counted as income and will they be reduce the child credits. Thanks Rob
