Foster Panel

Hi
We went for our 2nd foster panel hearing yesterday only to be told that it couldn't happen as there was no SSW present. Both our SSW & her team manager were off sick.
At the first hearing, our SSW was also off sick & hadn't finished the reports so an 8 week extension was granted.
We are now running out of time as we've had the children for 25 weeks on an ICO.
We have refused an SGO with the backing of the children's guardian so I was wondering what will happen now. Can they just keep being off sick?
This really needs to be sorted as the children have been told by SS that they will be staying with us but obviously we need to be approved.
I don't have any more legal funding so was looking for any advice about what to do now.
