Sgo order... Can I give birth mother back her child.

I am the guardian of my nephew through a sgo, he was took from birth parents and placed in Foster care, then the courts decided the sgo, he has been with me for 3 years, he is now 4, his mother has since had another baby and doing well, and social services has no issues regarding her capabilities to care for the baby, she has regular contact with her son now and have a good relationship, and we have discussed the matter of him returning to her, would we have to go through the courts for them to decide or can I make the decision on my own to let him go back there? Social services have been no help since the sgo was granted, he was basically giving to me and I never herd from them again, so I have no idea on how to forward with this thanks in advance for any advice given.
