Fostering a 16yr old who's currently in care home.

Over the summer my granddaughter (who lives with me) attended a surfing school via social services. She met & became friends with a lovely 16 yr old girl who lives in a care home in the next county. They spent time together, with overnight stays at the care home and in our home. I asked the LA if it was possible for her to be fostered by us, we have fostered previously. They've said no due to her previous placements breaking down & her subsequently ending up in the care home. C was upfront about this, giving the reasons why & how her behaviour would be different now. I also know some of her history. The SW called me back and has said because she's now settled in the home, it's in her best interests to stay there. No discussion took place to see if we were suitable, just a no. They also said the only relationship they'll condone is her friendship with my granddaughter. They're not happy for me to contact her. But they will consider her coming to us when she's 18, for her transition from care. They monitor her mobile phone, even taking it off her for deleting a text from me - saying it had been lovely spending time with her at the weekend. We no longer see her but she is still in touch with my granddaughter.
I really want to take this further, but not sure how?
I'd love to hear from anyone with experience.

I would have thought they would be biting your hand off, but perhaps there is still more to this than you are aware of.

I wonder if you would be better discussing the matter with http://www.thefosteringnetwork.org.uk/ who are specialists in fostering.

On a personal basis, I think taking on a 16 year-old girl is fraught with all sorts of difficulties. That's not to say you shouldn't do it though.
