Sgo granted holiday weekend support

We were given 2 weeks and 4 weekends respite at court when sgo granted this year. Have now been suggested we take grandson to Kent and collect for weekends to stay with half siblings. Can we ask for 12 year old to be taken? Originally it was agreed he would go to foster care for these periods. Mum is capable and willing to have him but social worker won't allow. Thanks.
