I am afraid that it's unlikely you will get anything backdated unless you raised it before or in court.
It's still worth a letter to the director of children's services formally requsting it though. Just don't hold your breath.

Yes that's right. One or the other goes forward although the court is likely to be aware of the parallel plan.

Hi. It is very common to parallel plan in case they found something they, or the court, don't like late in the assessment. Sadly even in normal times, SW often leave everything to the last minute just before the next court date. I guess they are under pressure so are in reactive rather than proactive mode. I would politely chase them for a progress report weekly. A simple "what do you need from us this week to allow you...
