Each situation is different, but in some cases, if you do not allow contact with birth mother, that can count against you. It is not a letter which you should pay someone to write. It requires no information, just something very straightforward.....Example. I am writing to give you my 3 months notice of intention to apply for an SGO for child x who lives with me at the above address.

That's all you require.
